Now here's a thought. What if Waddles knew what he was doing? This would fit in with the theory about Waddles knowing something about the secrets of Gravity Falls, tying in with the short Petting Zoo. Also, if the brain goop was on his chin, why would he gain the brainpower, and why did he feel the effects immediately? The instructions said to apply it to the forehead overnight.

Anyone else remember the theory that the goat is Bill? Yeah. Bill wants in on whatever knowledge Waddles has.
Dipper's hat lands on Waddles
I say that is symbolic. Waddles is Dipper's best friend now. This story also helps point out that Dipper really lacks friends, something which he will likely have to deal with in a future episode.
